本规则是为保障民用航空运输安全正常进行，规范民用航空安全检查工作，根据《中华人民共和国民用航空法》、《中华人民共和国民用航空安全保卫条例》等有关法律、法规，而制定的。

本规则适用于中华人民共和国境内一切民用航空运输活动，以及与民用航空有关的单位和个人。
