我国以2006年4月1日零时为标准时间进行了第二次全国残疾人抽样调查，这是继1987年第一次全国残疾人抽样调查19年后进行的又一次全国范围内大规模的残疾人专项调查。在国务院和地方各级人民政府的领导下，在有关部门，社会各方面的大力支持配合下，经过数万名调查工作人员的共同努力，调查获得了丰富翔实的资料。为了满足政府部门、科研单位和社会各方面的需要，现将经计算机汇总处理的数据资料编辑出版。

本书中调查范围为全国大陆31个省、自治区、直辖市，未包括香港、澳门特别行政区和台湾地区。调查的对象是具有中华人民共和国国籍，并在被抽中调查小区内常住的人(指自然人，下同)。调查采用按常住从口登记的原则，以户为单位填报，只调查家庭户，不调查集体户。此次不调查中国人民解放军现役军人和武装警察(包括军队管理的离退休干部)。
