本书以“能源安全”为核心话题和统领原则，主要从国内外的英语媒体，如报纸、杂志、组织机构的网站等，查询、收集、筛选和编撰一批涉及能源安全及相关话题的文章、专题报道、专题评论等，汇集成册。编写这个选本的目的有二：一是培养有兴趣的读者的英文语言阅读能力；二是通过阅读提升读者的能源安全素养和认知。所谓语言阅读能力培养就是通过对本选本文章的研读，培养读者特定领域的英语语言阅读能力；所谓能源安全素养和认知提升即是通过对本选本中文章的阅读获取能源安全领域的通识类知识。本书的定位为能源安全知识通识类读物，而非能源安全领域精深的带有专业探讨性质的专题研究，因此在选择文章时主要考虑了文章篇幅适中、行文较为规范、语言难易度适中、内容为知识普及型和科普类等因素，尽量避免语言和内容方面过于艰深、过于专业的文章。因此，本书既适宜作为通识类读物，亦可选作高校相关通识类课程教材或辅助选本。
