秦大河，地理学家，中国科学院院士，发展中国家科学院院士。现任中国科学院学术委员会主任、亚洲地理学会主席。长期从事冰冻圈和气候变化及可持续发展研究。主持“中国气象事业发展战略研究”项目，提出“公共气象、安全气象、资源气象”新理念。参与和领导了联合国政府间气候变化专业委员会第三、第四和第五次评估报告，领衔中国气候与环境、中国极端天气气候事件与灾害风险管理等评估报告，为发展气候变化科学作出重要贡献。
