小学英语阅读强化训练编写组编写的《小学英语阅读强化训练(4下)》与《义务教育教科书英语(PEP)》(三年级起点)同步，阅读水平略高于《义务教育英语课程标准》二级的要求。本书既可作为教师课堂教学内容的补充，又可作为学生课后阅读能力提升的强化训练材料。
本书在阅读内容的选编上与教材单元主题相配合，每单元6篇阅读材料，复习单元4篇阅读材料。材料内容长短兼顾，难易结合。基于学生的认知水平、生活经验、兴趣爱好，材料以精彩生动的对话、故事、短文、歌谣及谜语为主，并配有有趣易懂的插图、小小词库和参考答案，以此激发学生的阅读兴趣，帮助学生更好地理解文本，培养学生自主阅读能力。
本书在阅读练习的设计上，既关注对阅读材料简单的判断和推理，具体信息的理解，又关注对阅读材料主旨和要义的理解，对作者写作意图和写作态度的理解，做到基于学生的阅读能力，又高于学生的阅读水平。同时，为了检测学生在大量输入之后的表达能力，在每篇材料的阅读练习中加入了写的练习，有填词、完成句子或短文、回答问题、补全思维导图或表格、话题小作文等等，旨在读写结合、以读促写。
